China fears AI, but differently than the US and its tech giants

Anthropic’s chief executive, Dario Amodei, recently stated that the world should collectively decelerate the advancement of AI until we gain a more comprehensive understanding of the safety risks associated with this emerging technology. Sam Altman of OpenAI and Elon Musk expressed their endorsement for this plan. American AI companies recognise that they cannot independently slow the advancement of AI; cooperation from China is essential. Chinese companies such as DeepSeek, Z.ai, and Moonshot possess AI models that are nearly as powerful as those developed by Anthropic and OpenAI. They likely present numerous analogous risks; terrorists could feasibly exploit their tools to execute cyberattacks or engineer biological weapons. Many individuals anticipate that the forthcoming summit between President Trump and China’s leader, Xi Jinping, may present a chance to advance progress on this partnership. Too frequently, AI safety experts presume that China shares our apprehensions regarding AI. The reality is that the Chinese face a distinct array of concerns. Until we grasp the nature of those factors, collaboration with China will remain unattainable. Generally speaking, China appears less concerned about AI being an existential threat to humanity. You do not observe the political leaders or the founders of Chinese AI companies cautioning that superhuman AI is “probably the greatest threat to the continued existence of humanity,” as Altman articulated in 2015. It is neither fundamental to the formulation of Chinese AI policy nor integrated into the fabric of Chinese technological culture.

The primary reason for this disparity lies in the differing perspectives of the two countries regarding AI training and development. The leading American AI companies are intensely concentrated on enhancing “recursive self-improvement” – employing AI systems to create even more advanced AI systems. Concerns are mounting that this feedback loop may hasten the trajectory of AI development to a degree where human oversight becomes untenable. American tech leaders are of the opinion that this pivotal moment may be imminent. Chinese AI companies are actively engaged in the pursuit of recursive self-improvement. However, due to their restricted access to AI computing resources and the gradual rate of advancement, they contend that the moment of significant technological takeoff remains a considerable distance away. Chinese policymakers appear to align with this perspective, placing greater emphasis on developing robust AI supply chains and enhancing AI integration across the economy. What could motivate the Chinese to consent to a deceleration in AI development if they do not perceive an impending crisis? If anything, Chinese AI companies are endeavouring to accelerate their efforts, aiming to close the performance gap with American AI models. Currently, Chinese policymakers are primarily concerned about the political and social risks associated with AI. There is a clear apprehension regarding the potential for deepfakes to misrepresent political leaders or to convey controversial statements concerning Taiwan or Tiananmen Square. There is a concern regarding the potential for AI chatbots to foster psychological dependencies, jeopardise child safety, or incite social instability, potentially leading to a mass movement capable of challenging the authority of the Communist Party.

China’s AI regulations today are primarily focused on addressing these categories of risks. Most new public-facing AI models are required to be registered with the government and must successfully complete a series of tests prior to their release. China has established comprehensive regulations mandating the labelling of AI-generated content and imposing restrictions on the operational capabilities of humanlike AI chatbots. There are a few, albeit limited, indications that Beijing is beginning to regard large-scale AI threats with greater seriousness. Two categories of risks have garnered particular focus in China. The primary focus is on cybersecurity. This year, a significant number of Chinese users adopted a widely recognised AI agent tool known as OpenClaw, utilising it to streamline various computer-based tasks through automation. Chinese officials promptly cautioned that AI tools such as OpenClaw may present risks related to data breaches and cybersecurity weaknesses. In April, Anthropic revealed the training of a new model named Mythos, which exhibited markedly enhanced capabilities in executing cyberattacks. It was not long before the Chinese recognised the implications for national security. The head of China’s main security agency recently issued a rare warning that the cybersecurity landscape was evolving, with critical infrastructure now susceptible to AI-driven cyberattacks from adversaries. He highlighted several of the most recent models developed by OpenAI and Anthropic.

In light of these concerns, a security firm based in the United States has recently employed artificial intelligence to create an experimental tool capable of swiftly compromising accounts on WeChat, the Chinese messaging platform boasting 1.4 billion monthly users. Although the tool was not released into the wild, it prompted a moment of reflection among Chinese officials. The second AI risk that is gaining attention in China is runaway A.I am functioning beyond human control. China has observed attentively as unauthorised American models have emerged and compromised the security of various other websites. The OpenAI models’ attack in July on Hugging Face, an AI infrastructure company, has garnered significant attention in Chinese state media. Discussions regarding runaway AI are increasingly permeating the upper echelons of China’s government. In July, Xi articulated concerns regarding the potential for a “loss of control.” Recently, a senior cybersecurity official in the Cyberspace Administration cautioned against a “extreme loss of control,” referencing the AI breakout incidents occurring in the United States. These evolving perspectives on AI risks indicate that both nations might be inclined to collaborate on AI safety driven by their respective national interests. Neither nation desires for terrorists to leverage artificial intelligence in the development of viruses. Neither country desires autonomous AI systems to inadvertently breach its companies or institutions.

Conversely, the mutual suspicions among countries will complicate the establishment of any agreements regarding AI safety. China expresses significant concern regarding the potential for the United States to leverage artificial intelligence in the enhancement of its cyber and military capabilities directed toward China. Conversely, the same holds true. In the absence of a foundational level of mutual understanding, the two leading AI superpowers are destined to communicate ineffectively. Fortunately, such common ground is attainable. Instead of immediately engaging in discussions about a global economic downturn or an arms control agreement concerning artificial intelligence, it would be more prudent for the United States and China to first focus on a fundamental aspect: recognising and understanding the perspectives each holds regarding the risks associated with AI. From that point, they can begin to investigate domains where both parties have a mutual interest in addressing threats posed by external entities or the technology in question. Disagreements will need to be addressed, and numerous details will require clarification. However, if the two nations can reach a consensus on the necessity of preventing an AI catastrophe, collaboration on AI safety becomes a feasible prospect.
